SRVEF Policy on Alcoholic Beverages (Adopted June 4, 1993)

Meetings

  1. Alcoholic beverages may be served at adult only functions, provided that there are non-alcoholic beverage choices, establishment and location permitting.
  2. At family oriented meetings and functions, when SRVEF or one of its affiliates is a sponsor and children are present, a non-alcoholic beverage policy will be followed.

Special Event/Fund Raisers

  1. SRVEF and/or its affiliates will not engage in the sale of alcoholic beverages at events or fund raisers where children are present.
  2. At family oriented events or fund raisers with children present SRVEF and/or its affiliates and/or sponsors will not dispense, give away, advertise or participate in the consumption of alcoholic beverages.

The Sam Ramon Valley Education Foundation is a not-for-profit 501© 3 organization existing to benefit the San Ramon Valley Unified School District and to encourage excellence in education. The District has been involved in intensive drug and alcohol abuse education. It is SRVEF's intent to discourage the use of alcoholic beverages by children and to encourage adults to model responsible behavior to the children in our community.

SRVEF Policy on Non-Discrimination/Harassment (Adopted January 7, 1994)

The San Ramon Valley Education Foundation is dedicated to the enhancement of public educational programs in the San Ramon Valley School District. SRVEF is committed to achieving our goal through education, programs, disbursement of funds and actions which are free of discrimination and/or harassment based on race, gender, color, national origin, religion, age, sexual orientation and disability.

SRVEF Policy on Commercial activities (Adopted May 6, 1994)

It is SRVEF's policy not to endorse or promote business and commercial products or services. SRVEF does actively seek to establish partnerships in the public and private sector to support the San Ramon Valley Unified School District and welcomes funds raised by both public and private sector organizations to support public schools in the San Ramon Valley.

SRVEF's and its affiliate's mailing list are to be used solely for SRVEF or Affiliate business and may not be sold or used for other purposes. In particular, lists of United Way donors' names cannot be passed to any other party for any reason (failure to honor confidentiality for any reason will result in SRVEF's expulsion from United Way and Local Independent Charities).

SRVEF Affiliate Policy regarding Local School Bond and Parcel Tax Elections (Adopted October 2002)

The SRVEF supports the efforts of the San Ramon Unified School District by providing supports for educational enhancement and improvements on a District wide basis. SRVEF supports individual school site educational enhancements and improvements through its affiliate program, which allows individual school sites to form with the approval and support of SRVEF a local affiliate at that school site. The local affiliates fall under the umbrella 501{C}3 tax exemption granted to the SRVEF by the IRS and the further granting of the right to SRVEF to have subordinates operate under our general exemption. In order for SRVEF to maintain its tax exemption, SRVEF and its affiliates must follow the guidelines set-up by the IRS and the Fair Political Practices Commission (FPPC) regarding elections. The following rules apply:

  • SRVEF and its affiliates can not endorse any individual candidate running in any race, whether, it be local, state or national
  • SRVEF and its affiliates cannot endorse or support any ballot issue that is not directly related to the San Ramon Valley Unified School District and the educational programs offered within.
  • SRVEF and its affiliates can chose to endorse and/or support local School Bond measures and/or Parcel Tax measures that are approved for the ballot by the San Ramon Valley Unified School District Board of Trustees. SRVEF and its affiliates have to vote at a duly noticed meeting of the organization to take such action.
  • If the SRVEF and/or any of its affiliates chooses to endorse and/or support a local School Bond and/or Parcel Tax measure it must comply with the following guidelines:
    • The maximum either SRVEF or its affiliates may choose to spend on a local school bond and/or parcel tax can not exceed an aggregate of $ 999 in a Calendar Year (January thru December) or 5% of their budget, whichever is less. For example, an affiliate with a $ 100,000 budget could choose to spend no more than $ 999, even though 5% of their budget would equal $5,000. The $ 999 a calendar limit is set by the Fair Political Practices Commission, which requires the establishment of a Political Action Committee for donations of $ 1,000 or more.
    • SRVEF and its affiliates operate on a Fiscal Year basis (July thru June) therefore elections could be in different Calendar Years and affect the same Fiscal Year. The IRS rule of spending less than 5% of the budget to attempt to influence the outcome of a ballot measure would then apply. If an election was held in the fall and a different election was held in the spring, an affiliate with a $ 100,000 budget could donate $999.99 to each campaign effort, as long as one donation was in the period July thru December and the other was in the period January thru June.
